Members of legislative Assembly , Members of Legislative council, Members of Parliament are receiving crores of funds under Constituency Development fund (CDF) and under the Members of Parliament Local Area Development  Scheme (MPLADS) for the welfare of weaker section of Societies and for the development of their constituencies, but 99 percent people remains unaware about its utilization, to know the utilization of CDFs and MPLADS is people’s Democratic right in fact section 4 (2) of RTI Act clearly states that It shall be a constant endeavour of every public authority to take steps in accordance with the requirements of clause (b) of sub‑section (1) to provide as much information suo motu to the public at regular intervals through various means of communications, including internet, so that the public have minimum resort to the use of this Act to obtain information

CDF and MPLADS accounts are maintained at concerned District Development Commissioner’s office of MLAs and MLCs from  where the Constituency he/She represents similarly MPLADS are maintained at any DDCs office as per the Choice of MPs,each MLA and MLC are receiving 3 crores  per annum while each MP are receiving 5 crores per annum from state and central exchequer respectively.

Every District Administration has its website for the informed citizenry and as per the provisions of RTI Act DDCs are automatically duty bound to upload utilization details of CDFs and MPLADs on their respective websites and MLAs MLCs and MPs are also duty bound to ask DDCs to make utilizations of their CDF and MPLADS Public

Apart from that if Government would make mandatory provisions for every DDC to upload the utilization details of CDF and MPLADS on websites regularly this would be a best step for the sake of transparency and Accountability
